Equal protection issues? Coverage through parents? Up to 30 years old? What happens to the cost of this program when all those state and local government employees who have "uninsured" or "about to have uninsured" children jump on this program at the "forced" reduced rates that you propose? Where are your figures for that? Didn't you guys learn when you got involved regulating auto insurance? Why do you think that an insurer under a broad program that covers most of the state would view a 19 to 30 year-old adult child as a different risk factor just because he/she is under their parents' insurance policy? If "everyone" is insured what would be the difference anyway? Why is doing it this way "more economical"? Where are your figures for that? You are going to make this a more paperless process and thus more efficient? What are the figures for cost savings for that? The same as relying on technology improvements which you don't provide? Moreover, relying on technology advances in your program is a bit disingenuous as you have no control over that issue. Pilot programs for small businesses? What incentive is there for businesses, especially small ones that already give coverage to their employees or those that are self-employed that have their own coverage to retain that coverage rather than dumping it? What is the cost of that? Isn't this a bit of pay-to-play on your part? Will there be some income limit as to who qualifies or some sort of sliding scale of co-pay based on total wealth? Do you have to be a U.S. citizen...if not what is the cost of that? According to your program you would add about 200,000 individuals to the traditional FamilyCare system. There are about 230,000 individuals enrolled in the program at a cost of over $330,000,000. You intend to double the number of people in the program at no additional cost to taxpayers? That is simply not being honest about the issue. Despite all the smoke you guys are throwing up, it appears that somehow, someway, a program that ultimately insures in some way at a "minimum" (and I have extreme doubts about that figure) 1,200,000 people is going to cost only $9.7 million. That is by YOUR own figures and that is simply not possible. But again, when you are quizzed on this issue, you merely say that these are "preliminary" figures and "that it's complicated." It kind of reminds me of being patted on the head and being told "not to worry about it." That is disrespectful to the taxpayers of this (bankrupt) state. WHAT will be the total cost per person and/or per family unit for this program and what will be the total cost of the program? And don't tell me it's "too complicated."
